The Economic Development Commission of the Chamber of Deputies has approved a project to manufacture telephones and cameras to transmit during an hour of photography. The visa text implies a violation of privacy and morality. It was also made clear to go through other committees before voting.
Oh text (PDF) proposes a requirement for “something similar to the shutter of analog photographic cameras, which will be reproduced regardless of whether photos or videos are captured with the device.” The ruído should be at sufficient altitude to be visible from a short distance and cannot be disabled or altered nas configurations. Devices that do not meet these requirements cannot be approved for sale in Brazil.
PL 583/2020 was presented by MP Josué Guimarães (PT-CE). He changed the Lei 12.737/2012, but it was understood as Lei Caroline Dieckmann, which punishes invasions of computers or cell phones. The text was approved by MP Florentino Neto (PT-PI), rapporteur of the Comissão de Desenvolvimento Econômico.
Agora, a serious matter for the Comissão de Ciência, Tecnologia et Inovação (CCTI) and for the Comissão de Constituição e Justiça e de Cidadania (CCJC). It is possible to receive a conclusive assessment from the committees, which means that it will not be voted on by the House, directly in the Senate.
Demand already exists in Japan and in South Korea
The current requirement to take photos and videos on smartphones is not exclusive to Brazil. Japan e South Korea I've already learned how to capture intimate images indefinitely. Secondly, regarding the social network, that cell phone purchases in our two countries do not have the consequence of destabilizing them, even if it is in another place.
The project mentions these two cases, such as the Camera Phone Predator Alert Act (Lei de Alerta de Predador com Câmera de Celular, in book translation), propose in 2009, our United States and still have not been approved.
