The WhatsApp is available for users in Brazil and the world in the evening of the hour (day 03/04). The problem seems to be with the app versions for Android and for iPhone (iOS). No Google or WhatsApp system has a constant “proxy for new messages” notification. And on the Apple interface, an eternal “Connection…” is not indicated in the application.
Web searches also contain WhatsApp Web and WhatsApp Desktop which are also affected by the issue. Provably, this is a single pane that corresponds to all versions of the Meta platform, controlled by Mark Zuckerberg.
So there is currently no indication of the reason for the bug in WhatsApp. You also don't know when it will be resolved.
