AI-generated voices imitating celebrities and politicians are making it more difficult for the Federal Communications Commission (FCC) to combat robocalls. FCC Chairwoman Jessica Rosenworcel wants the commission to recognize calls using AI-generated voices as artificial, making the use of voice cloning technologies in automated calls. illegal.
Under the FCC's Telephone Consumer Protection Act (TCPA), artificial or recorded voice calls to residences are against the law. If AI-generated voice calls are found to be illegal under current law, it will provide state attorneys general's offices across the country with “new tools” to crack down on fraudsters.
The FCC's proposal comes shortly after some New Hampshire residents received a call posing as President Joe Biden, telling them not to vote in their state's primary. A security firm conducted an in-depth analysis of the call and determined that it was created using AI tools by a startup called ElevenLabs. The company later banned the account responsible for the message.
